Surplus Property: Local, County, Tribal and School District governments can purchase motor vehicles, heavy equipment, computer equipment, office furniture and other State surplus property directly from the State before items are offered to the general public. State Trust Fund Loan Program: Local, County and School District governments may qualify for easy to obtain, low interest loans from the State Board of Commissioners of Public Lands (BCPL). Loans can be used for roads, public buildings, recreation facilities, stormwater management and other public needs. Wisconsin Volunteer Firefighter and EMS Service Award Program (SAP): Local governments can use SAP to help retain volunteer firefighters and emergency medical technicians through this tax-deferred retirement benefit program. Online Learning: Local and Tribal governments and their employees can participate in online learning courses that are taken over the Internet. Visit http://www.ohrd.wisc.edu and click on "Online Learning" to view a list of courses. There are human resources and business skills courses, information technology (IT) courses, and health and safety courses available. Using the State's asbestos abatement specifications, local units of government could save between 2-4% of a construction budget normally paid to design consultants to develop these specs. Coastal Management Program: Works with local governments to protect the ecological, economic and aesthetic assets of the Great Lakes and their coastal areas. Comprehensive Planning Resources: Easy access to state agency data sets and programs, plans and element guidebooks necessary to complete comprehensive plans. Construction Specifications: Technical master specifications for use in putting together construction project bid documents. Using the State’s master specifications for construction, local units of government could save between 2-4% of a construction budget normally paid to design consultants to develop these specs. Energy Statistics and Data: This link takes you to the Department of Administration publication, Wisconsin Energy Statistics 2007. This publication contains statistical information on Wisconsin’s energy use, prices and expenditures by sector and fuel type. Information on heating and cooling degree days is also included. Facilities Design Guidelines and Standards: Design guidelines for accessibility, civil, masonry, electrical, plumbing & fire protection, HVAC, labs, day lighting & energy. Using the State’s various design guidelines, local units of government could raise the level of quality and building longevity between 10-20% of a standard commercially developed building. Municipal Incorporations, Consolidations and Annexations: Information on statutory requirements, including review and approval processes, for changing the form of government of towns, cities and villages. Payments for Municipal Services Program: Reimburses communities for services to state owned facilities. Population Estimates and Projections/State Data Center Program: DOA's Division of Intergovernmental Relations, Demographic Services Center, develops annual population estimates and long-range population projections for the state and localities. Safety and Loss Control Program: Information on how to provide a safe and healthy work environment for employees and reduce the number, severity and costs of workplace injuries and illnesses. State Programs, Administration and Revenue (SPAR) Unit: The SPAR Unit, in the Wisconsin Department of Justice, Division of Legal Services, provides legal advice and handles litigation in a variety of areas, with an emphasis on issues relating to governmental authority, constitutional and administrative law and revenue and finance. University of Wisconsin-Extension Local Government Center: The mission of the Local Government Center is to provide focus, coordination, and leadership to UW System educational programs for local government, and to expand the research and knowledge base for local government education. WisStat: An interactive web-based tool that provides demographic, economic, social and other data by specific geographic regions (state, county, municipal). WisStat is a partnership project of the DOA State Data Center and the Applied Population Laboratory, Department of Rural Sociology, University of Wisconsin Madison.
